On March 8th , the troops of the military intervention in Rio de Janeiro distributed around one thousand flowers to the women in Vila Kennedy as a symbol of ‘humanization’ of the army presence in the slum. In the following day, the local local government employees occupied the place as an Armed Forces requirement using a paraphernalia of machines and equipment. Following the manuals of the old State while approaching the impoverished people, they demolished – without any further warning from the Municipal Secretary for Public Order (Seop) – around thirty stands settled at Miami Square, with the help of  the Municipal Guard and 1400 Army soldiers.

“Vandalism”

Such a vandalism has caused indignation not only to the stands’ owners and their families but as well the local dwellers and those who came to know it through internet or media. It was such a repercussion of the savagery  against the people who, in majority, were gaining their daily bread from the sales activities of different articles, that soon apologies came from the ‘authorities’, exempting from their responsibilities and blaming the executors of the demolition, simple employees who were threatened of punishment.

According to Earth Portal “ the local government statement recognizes that ‘there was an inadequate use of force’ and informed that the act of arranging the place in order was a Military Police request that has confirmed it”. On the other hand, in accordance with the Extra newspaper report “ in a statement, the Conjoint Command which gather the armed forces and the federal agencies involved in the intervention affirmed that they were aware of the operation but it had been developed by the City Hall government. ‘They have used the stability of the area, because of the troops presence, for  organizing the urban space”.

Demolition Pattern

Giving the responsibility for the demolition to the executors is a total cowardice of Mr. Crivella and the whole city knows – since the ominous Eduardo Paes administration – the method that has been used by the local government in Vila Autódromo, Metro-Mangueira and in so many other places for preparing the FIFA Cup and Olympic Games; for them the ‘permission’ is the use of cruelty. Not to mention all the other administrations along history such as the famous lacerdist “cleanlinesses”. 

Taking the responsibility from the government secretaries and the mayor, throwing it against the workers and employees who are pushed into those methods, besides cowardice it reaffirms the persecution character of the old State represented by the Town Hall against the poor people. This is the faithful portrait of one of the faces of the civil war against the people.

Guaranteeing the Order

The “area stability, given by the presence of troops” is a clear sophism of the Military Command and it shows distinctly the militaries understanding of what are for them the meanings of the words “ order” and “stability”.

Both words carry the express class character for as the ruling class’ law and order guarantors their action is substantiated as oppression to the slum dwellers and the workers in general so that they do not rebel against exploitation of the big bourgeoisie, landownership and imperialism, represented by the banks, large local and transnational enterprises and the agro-business, among others.

As far as Vila Kennedy is concerned, while the local government was disordering Miami square, disorganizing the lives of hundreds fo families, the 1400 Army soldiers were guaranteeing the “area stability”.

The predominant order and stability is consequently antagonistic to the working classes from the cities and countryside’s interests.  Thus, what is order for the militaries is a disorder for the workers.

For a New Order

The workers fight for replacing the old oppression and exploitation order – the one the Army is the guaranteed armed force – by a new order where a new economy, a new politics and a new culture can rule. A new order which guarantees the real rights for the peasants to the land, the proletariat and other workers to work and a true national production. Which ensures to the whole people – including the national minorities and their especific rights – the right to education, health, habitation, sanitation, transport and leisure. That insures the national independence with their corresponding scientific and technological independences, besides an anti-imperialist foreign policy and give support to the people’s struggle for their liberation.

A new order could only be established through the New Power that would be created through the revolutionary process, a Democratic, Agrarian and Anti-imperialist Revolution to destroy the semifeudality and semicolonialism, basis and support on which imperialism develops the backward, bureaucratic capitalism, warrantor of the ceaseless drainage of the national production towards the imperialist metropolis, mostly USA.

A revolution of such a nature will sweep away this rotten political system supported by farcist elections. The old State of big bourgeois and landlords, at the service of imperialism, principally Yankee, their wormy institutions and corrupt and oligarchial political system are the main target of the Revolution for establishing the New Power, New State, the People’s Republic of New Democracy.

The history of the victorious revolutions has shown us the road to be followed as a task for the revolutionaries to accomplish the necessary, backward and pending revolution; count on an organization of an advanced part of the revolutionary workers, peasants and intellectuals in the building of the fundamental tools for the revolution and being the outstanding and decisive one which must lead everything: the vangard revolutionary proletarian party, the true Communist Party.
